cuz in the actual show they have a bunch of them, like the akatsuki. im not sayin we absolutely NEED a set oragnization, but a few baddies here and there.

I just thought that since some of you made evil-ish characters, those characters could pose a threat to others who may cross them.

Yeah, although there's only one character like Orochimaru there's still others like Zabuza Momochi etc, and the little genin can't always be fighting the main bad guy, there have to be other lesser ones for them to take on.
